The river itself didn't do much for me, but it still was interesting & there was various opportunities to get off & look around. Phenom Penh had plenty to do. Royal Palace, National & Genocide Museums,
The guides gave plenty of information regarding the history of Vietnam & Cambodia, the killing fields, Silk making loom set up in Cambodia was very interesting as was the village silversmith all tour guides had very clear English so language was never a problem.

internet on private equipment is intermittent depends on where you are.
royal palace, museums, parks, gardens waterfront walks
gateway to Angkor Watt territory. good shopping & restaurants. but be careful with street urchins, can be overly aggressive.
city tour in saigon. very hectic. glad to get out of the place
learned a lot. French got allies (indo china) in on WW1
the war museum was expectedly biased but an eye opener
ridiculous amount of boats available. far too many which will in evidently ruin the area. Do not go swimming. the swimming area is dirty & smelly & with all those boats close by it isn't rocket science as to why.
